The PSME CRSA Riyadh Chapter has existed for almost a decade. As founding members recall it, many Filipino Mechanical Engineers during the early 2000s attempted to create a society but found it difficult because there was minimal means of communication among Mechanical Engineers in the Kingdom then. Then, they only envisioned of a Philippine Society of Mechanical Engineers in the Central Region, Riyadh, Kingdom of Saudi Arabia Chapter (PSME CRSA) not knowing if this would become a reality.

The highest population of Mechanical Engineers may be found in the Central Region of Saudi Arabia or Riyadh where work opportunities abound. These ME professionals work in different fields all over the kingdom; consulting, construction, operations and maintenance from commercial to industrial plants, sales, training, design horizontal and vertical building auxiliaries from the private and government sector, manufacturing, among others.

During the year 2001 a Filipino patriot by the name of Riolando V. Perez, ME showed everybody in the field how the creation of a society of mechanical engineering professionals can be worked out. Patience was the driving force that led to the conception of PSME CRSA. Engr. Rio as fellow colleagues call him advertised in Batha and Suleimania, major business districts of Riyadh, that he will be conducting review classes for aspiring mechanical engineers free of charge. His call elicited positive response from a number of ME aspirants. Engr. Perez painstakingly conducted review classes every Friday in preparation for November 2001 ME Board Examination scheduled to be held that year in Jeddah, KSA. Almost all of Engr. Rio’s students, twelve out of seventeen to be exact eventually passed the ME Board Examination.

Perhaps fueled by the euphoria of passing the competitive Licensure Examination for Mechanical Engineers, the passers together with their mentor did not fell short of enthusiasm to continue on with what they have started. The twelve new Mechanical Engineers and Engr. Rio posted advertisements in A4-sized paper all over Batha to call all Mechanical Engineers of Riyadh to unite. He called on to all Mechanical Engineers in Central Region to register in the Philippine Society of Mechanical Engineers (PSME). Although the number of those who responded to the group’s advocacy was not overwhelming they were resolved to still try their best to unite as those who heeded the call were really sincere and serious to keep on going.

With the guidance of the PSME-WRSA Jeddah Chapter Board of Directors, past and current President, an Autonomous Provincial Unit (APU) was created to develop the initial APU Board of Directors for Riyadh.

Engr Riolando Perez was appointed by PSME-WRSA Jeddah Chapter as APU President to lead the central region group and function as per Western Region Rules and Regulation and under PSME National Policies. Although all the temporary Board of Directors positions were manned, most of the directors were unable to function cohesively due to their hectic workload schedules. But even with the said constraint at hand, the officers persevered to keep the APU a functional and working organization. The ups and downs were there but the spirit of the members was really high and giving up was never an option.

In a period of ten months Engr. Riolando V. Perez succeeded in his goal to have the final and Official Charter from the National Office in Manila on the fourth day of January 2003. The momentous chartering of PSME CRSA was graced by Engr. Bert Lozada, PME (Immediate Past President) and Engr. Ramon C. Maniego, PME, (Incumbent President), the late Engr. Antonio R. Herrera, Board of Mechanical Engineering Chairman and a number of National Board of Directors. The chartering and oath-taking of officers was held at the PSME National Office, Scout Bayoran, Quezon City followed by a celebration program at Shangri-la Restaurant.

Finally on the 28th day of February, 2003, the Philippine Society of Mechanical Engineers – Central Region Saudi Arabia (PSME-CRSA), Riyadh Chapter was chartered. The event was attended by Hon. Ambassador Bahnarim A. Guinomla of the Philippine Embassy to Riyadh, Engr. Murry F. Demdam, PME, 2003 PSME Saudi Arabia Chapter President and currently the incumbent VP-International, Engr. Wilfredo R. Ruiz, PME, Engr. Juan U. Berbie, PME and Engr. Orlando L. Digma, PME, PSME WRSA Jeddah Chapter Presidents for years 2000, 2002 and 2003, respectively.

Eventually, PSME CRSA went on to succeed in uniting Filipino Mechanical Engineers in Riyadh and etch its mark on the PSME National and Middle East arena. Indeed after the chartering, the rest was history…
